Qualifications

In construction, People execute projects. We have the people that collectively have been in the design & construction field for more than 200 years. Our family of associates includes qualified people of very diverse backgrounds and ethnicities. Here are some of our key people bios:

  

Atif Ammar, President

Atif has been in the construction industry for more than 30 years. He is P.E. Electrical Engineering (In CA and Saudi Arabia) and Licensed Electrical Contractor. He has a PhD in Electrical Engineering from Chicago’s IIT. He is the principal owner, working in San Francisco since 1989. Prior to creating AAES, he worked for Bechtel, Sargent & Lundy, Commonwealth Edison, GE, and EDS Nuclear. He has supervised the engineering & construction of hundreds of projects including daily on-site meetings "tale board meetings", specifying equipment, purchasing, directing construction crews, testing and commissioning. Atif brings a strong background in design, construction documentation, construction administration and quality control. He has also performed design-build projects like the one he completed for the NASA Space Shuttle Project in 1995.

  

Lawrence S. Wolff, P.E. Senior Vice President

Mr. Wolff’s background encompasses a broad range of both technical and managerial experience for the electrical design and construction of commercial, tenant development, institutional, academic and industrial facilities as well as peer and legal reviews. As project manager/ engineer, he initiates projects from conceptual design through preparation of contract drawings, specifications, budget costing, construction supervision, and final system start-up. His experience includes the design of medium and low voltage power distribution systems, central plants, emergency power and distribution systems, control, security and monitoring systems, fire alarm and detection systems, power regulation, lighting and communication systems. Mr. Wolff was the project manager, project engineer, and startup engineer on the following projects: Health Care Facilities, Office Buildings & Public Facilities, Hospitality, Education Facilities, Airports/Transportation, Government Facilities, Tenant Improvements, Computer & Central Communication Facilities, Mixed Use and Residential Developments. Mr. Wolff graduated from New York University in 1961 with a Bachelor of Electrical Engineering Degree and is a member the Institute of Electrical and Electronic Engineers (IEEE), National Society of Professional Engineers (NSPE), the Illuminating Engineering Society (IES), the American Hospital Association (AHA) and technical editor for the Construction Inspection Manual published by BNI Publications, Inc. He holds Professional Registrations in California, Oregon, Washington, Nevada, Alaska, Arizona, New York, Georgia and Florida.

  

Robert Weber, Senior Project Manager

Bob brings with him over thirty (30) years of construction project management and operational experience. He is very adept in all phases of the Project Delivery Cycle. He has worked on a broad spectrum of projects, both private and public works as well as design-build types. His experience includes site development, critical data centers, schools, churches, big box retail, savings and loans, colleges, and tenant improvements.

  

Michael Pando, Jr., Superintendent

Mike has been in the construction industry for over (30) years. He started his construction experience in the trenches and quickly moved up through the ranks. Prior to joining us, he held the position of Waste Water Inspector and Construction Inspector with the City of Pueblo, CO Public Works/ Engineering Department. Michael has supervised major sub-division developments, including underground utilities, street improvements as well as buildings’ development. He held various positions as project manager and estimator, but his passion has always been in the field. He holds many certifications in OSHA and other categories.

  

Tony Moore, Controller

Mr. Moore is a seasoned international finance executive with diverse financial experience and a demonstrated track record in the engineering and construction industry. He has worked for companies ranging in revenue from $10M to $1.4B. He was solely responsible for putting systems in place at one of his previous employers where revenue increased from $100M per year to $600M per year. He has proven expertise in designing and implementing internal control and financial reporting systems. He is well versed in: Accounting Management, Financial Analysis, Budgeting and Forecasting, Treasury Management, Risk Management, Cost Reductions, Internal Control Systems, ERP Software Selection, and Software Implementation.

  

Kim Sloat, P.E.

Mr. Sloat has been in the power plant engineering, maintenance and construction for over 30 years. He has a BS in Mechanical Engineering and a MBA. Prior to joining AAES, he worked for major clients like Pacific Gas and Electric. His responsibilities varied from managing a gas transmission division with over 400 employees and revenue over $400M. He also held the position of Director of Maintenance and Operations for fossil and geothermal units 900MW.

  

Frank Palermo, P.E.

Mr. Palermo has been in the power plant engineering and construction for over 35 years. The bulk of his experience was in the East Coast (New York, Maine, New England, Virginia and New Jersey). Prior to joining AAES, he worked for: Siemens Power Generation, Inc., in charge of their Supply Management; Siemens Westinghouse; Virginia Electric Power; Savannah Electric Power; New England Power; Ogden Martin Systems as Vice President of Project Management (energy and waste water plants); Burns & Roe Ent. as Vice President of Operations in charge of Westinghouse Electric Corp power plant projects. Additionally, Mr. Palermo has completed large projects for the New York and New Jersey Port Authorities, including LaGuardia Airport, Lincoln Tunnel, George Washington Bridge and the Holland Tunnel.

  

William R. Moon, P.E.

Mr. Moon has been in the field of electrical engineering and construction of power plants, pump stations, wastewater treatment plants and industrial systems for over 45 years. He holds a BSEE from University of California at Berkeley. He has been to several foreign countries working on power plants. In Marimbondo, Brazil, he installed 8-180MW units, 1440MW total, 500KV multiple-ring-bus-switch yard lines, and control centers at a cost of $1B. His Shiroro, Nigeria project included 4-150MW units.

  

Daljit Gill, P.E.

Mr. Gill has been in engineering and construction field for over 25 years with emphasis on pharmaceutical and chemical companies design, engineering and construction. He has a strong background in processes, utilities, equipment, facilities and services. Prior to joining AAES he worked for several companies including Genentech, Inc., General Chemical and Chevron. Additionally, Mr. Gill held the position of Principal Plant Engineer for 11 buildings, where he maintained GMP clinical production Pilot Plant, Media Preparation, Fermentation, Cell Separation, Purification, GLP Research Labs, Cold rooms, DCS/PLC control rooms, warehouse, cafeteria, data center, security rooms, MCB storage, Stability Chambers, and Pharmacology departments.

  

Larry Gardner, Field Operations

Mr. Gardner has been developing land, building streets and buildings since 1958. He has been building projects in Northern California for nearly 50 years. Mr. Gardner’s projects include power plants, waste water treatment plants, bridge work, highways as well as residential sub-divisions; street improvements, golf courses, and wineries. Larry is also responsible for our quality control systems insuring our foremen and crew’s compliance with the highest standards in delivering projects.
